CHK Maate is a Virtual Country with decentralized currency, law, sovereignty, and purpose. Governance is how citizens shape that country — through petitions, proposals, and elections.

Structure
The Standing Committee

The Standing Committee is the governing body of CHK Maate, organized across 13 industry sectors. Committee members are elected or appointed representatives who review proposals, cast votes, and drive action in their respective industries.

Clearance Levels
Your standing in the ecosystem

Every participant has a clearance level that reflects their verification status, contribution, and trust within the community. Levels unlock participation rights, governance access, and features.

Petitions
Change starts with citizens

Any verified citizen can create a petition about something that is not working in their city, province, or country. When enough signatures are gathered, the petition automatically becomes a formal proposal.

Citizen Creates Petition
Any verified citizen identifies an issue and writes a petition. Describe the problem, who it affects, and what change you want to see.

Gather Signatures
Other citizens review and sign the petition. Signatures are recorded on-chain — each one is a verified vote of support from a real member.

Threshold Reached
When signatures reach the required threshold for your country, the petition graduates automatically to a formal proposal before the Standing Committee.
Proposals
From idea to action

Proposals are the formal mechanism for change. They can originate from a petition, or be created directly by Committee members. All proposals are debated, voted on, and — if adopted — converted into a call to action.

The Committee drafts a formal proposal — either from an escalated petition or originating from within the committee itself.

Committee Vote
Relevant committee members vote on the proposal. Votes are recorded on-chain. The voting period is transparent and time-limited.

Adopted
If the vote passes, the proposal is marked as adopted. The decision is final and publicly verifiable on-chain.

Call to Action
Adopted proposals become calls to action — specific, assigned tasks for community members or officials to carry out.
Elections
Elect-Chain: on-chain democracy

Elections in CHK Maate run on Elect-Chain — a purpose-built on-chain voting system. Candidates register, citizens vote using VoteNFTs, and results are final and verifiable by anyone.

Any eligible citizen can register as a candidate for an open position. Candidacy is on-chain and transparent from the start.

Citizens Vote with VoteNFT
Each eligible voter receives a VoteNFT — a non-transferable token that represents one vote. Cast it for your chosen candidate during the voting window.

On-Chain Results
When voting closes, results are tallied automatically on-chain. No central authority counts votes. Anyone can verify the outcome independently.
